What is "charge" in terms of physics?

Definition 1: Charge is a basic property of matter which is responsible for all electric and magnetic interactions.
Definition 2: CHARGE  is an extent to which the atom has more electrons than protons.
Definition 3: Charge is the property of matter which enables it to experience a force when placed in an electric or magnetic field (somewhat like in (1) )

The SI unit of charge is coulomb (C).
